Dollah is a character in Just Cause 2.

"Colonel Dollah or 'Colla-Dolla' as he is called by his men, has two weaknesses: cocaine and gambling. To support his habits he has recently taken to killing innocent civilians for 'rioting' and then unscrupulously stealing all their belongings."

Colonel Dollah is located in the Lautan Lama Desert, at X:9915; Y:28510. He is stationed at the Kem Jalan Merpati military airport. He's in the south of the base and is hard to miss but will stand behind his men.
