A tornado is a type of extreme weather in Just Cause 4.

In real life, tornadoes are a cyclone of powerful swirling winds, some strong enough to rip structures from their foundations, lift objects in the air and hurl them in multiple directions at high speeds and velocity. They can be formed in a few different ways, with the most powerful tornadoes coming from super-cells, a type of thunderstorm that rotates, but often also occur in lines of thunderstorms called squall lines, or tropical systems such as hurricanes.

They are most common in America's tornado alley and Dixie alley (the nicknames for where most North American tornadoes tend to form), but tornadoes appear on almost every continent. Tornadoes seen elsewhere are normally very rare and much weaker, at times barely even causing any damage. Tornado Alley has over 900 tornadoes annually, but most of these only last for less than an hour and cause no significant damage. Some storms can have multiple tornadoes.

The most powerful tornadoes (EF5 and EF4 on the EF scale, which measures tornado intensity) can have winds powerful enough to rip entire trees out of the ground, demolish buildings and cause otherwise absolute destruction to any populated area. Tornadoes cause destruction due to their winds being so strong that they rip things into pieces or smash them into other objects, effectively destroying them. However, most tornadoes are much weaker.

In Solís[]

Tornadoes are common in Solís, where they may be natural, but are reportedly mostly created by a weather-controlling super-weapon used by the Black Hand. These tornadoes are powerful enough to destroy bridges, toss around vehicles, and rip Sphere Tanks from their foundations.


It has been reported that they will spawn randomly at times outside of mission content. The direction and pace will never be the same based on the current APEX game engine and the game's dynamic weather model. The player will be able to spawn the tornado at will in Zona Tres, just like being able to control the lightning storm at Zona Dos, sandstorm in Zona Uno, and blizzard at Illapa.

Through the use of wind cannons, the courses of tornadoes can be altered, and they can even be moved to various other locations in Solís such as the rainforest (i.e. Urqu Verde), where they would not otherwise appear, as discovered by one player. Tornadoes are also very slightly affected by the PWC V4.2 Wind Gun's secondary fire (powerful wind vortex). Additionally, they can be affected by the DA 9.3 "Lightning Gun"'s secondary fire (creates flashing effect at the top of the tornado).

A tornado will destroy any destructible objects by throwing them around and eventually hurling them against other objects and blowing them up or breaking them into pieces, but it is safe for Rico to pass through it. However it will cause him to be thrown around or circle around the tornado to gain speed.

According to the map icon for Santa Levi: "This densely-populated town has astronomical insurance rates due to the frequency of tornadoes in Valle Río. Other locations prone to tornadoes include, but are not limited to, Paseo Puente, Brezos, La Baza, Vista Futura, La Bondad, and La Explanada. Tornadoes have at least four set paths through these settlements.

Reportedly, tornadoes and lightning storms have been observed to co-exist in the jungle biome, particularly in Kunka, Urqu Verde and Delta Río Wanay when manipulated by wind cannons.

Missions involving a tornado[]

Several missions involve, or heavily rely on the tornado as a core gameplay element. These are the "Windwalker" missions that involve the setup and shenanigans that culminate with "Operation Windwalker".
